Four fifths Italian, one fifth off limits
Lake Maggiore is a border lake, and for an eFoil that outweighs everything else about it. It runs 64.37 km from end to end, is about 10 km wide at its broadest point between Pallanza and Stresa, and covers 212.5 km². CIPAIS, the Italian Swiss commission that monitors its water, puts 80 percent of that surface on Italian territory. Piedmont holds the west shore and Lombardy the east, while the Swiss canton of Ticino has the northern end with Locarno, Ascona, Magadino and the Brissago Islands.
The line reaches the west shore at the Valmara stream, between Brissago and Cannobio, and the east shore between Gambarogno and Maccagno. North of it is Swiss water, and for anyone staying in Locarno or Ascona that settles the eFoil question before a single rule is read. Every base we found lies south of it. Five offers at four places make Maggiore the thinnest of the three big lakes for eFoil, behind Como and a long way behind Garda.
Three shores also bring three rule books: Piedmont's regional regulation 5/R of 22 June 2009, Lombardy's order O.P.G.R. 58600/1997 and Ticino's cantonal law RL 781.110. All three point back to the agreement Italy and Switzerland signed on 2 December 1992 on navigation on Lake Maggiore and Lake Lugano, which we read as ranking above them.
Cannobio, Lesa, Alice Beach and Ispra
Two of the five publish nothing you could budget with. Three print a list price, and only one prints a full ladder from a first hour to a ten hour pack.

Cannobio: one beach, two names on it
Lakeview Cannobio Camping & Resort, at Strada Nazionale 3, runs its eFoil center from the resort's private beach about 800 m out of town toward Switzerland. It calls itself the official Aerofoils partner for the lake, books individual lessons through reception and acts, in its own words, only as a go-between for external instructors. Nobody rents a board before an introduction lesson, and the resort says outright that beginners cannot rent. Price, minimum age and weight limit are not published.
Follow Me Adventures gives its base as the Lakeview Watercenter beach, about 1 km from Cannobio in the Swiss direction, which we take to be Lakeview's own beach. Its 90 minute trial costs €170, kit included, and it wants strong swimmers.

Lesa and Alice Beach on the southern Piedmont shore
Circolo del SUP at Erno Beach in Lesa, south of Stresa, promises eFoil and eSurf courses and rental on a page that names no brand and no price and was last modified on 30 July 2025. Phone the club before you build a day around it.
E-Foil Experience at Alice Beach, Via Leonardo Da Vinci, Villaggi, is the one operator on the lake with a complete price list, with kit, a 15 minute briefing and insurance included. Its Italian site promises an instructor always present and says no experience is needed. The company has a second base at Spiaggia Miami on Lake Orta, a separate lake west of Maggiore that the 1992 treaty does not reach.
Ispra, sold through a marketplace
On the Lombard shore the Freedome marketplace sells a 45 minute eFoil trial at Ispra from €114, about 15 minutes on land and a 30 minute individual ride. The meeting point comes after you book, and the host is very likely DK Summer Club, which publishes in Italian only and asks for an ID card.
What none of the five publishes is an authorization, a permit or a reference to an authority for the eFoil. They print their own rules on age, weight and swimming, and stop there. On what legal basis they work, we do not know.
Locarno and Ascona: the eFoil stays in Italy
Switzerland has put its position in writing. The Inland Navigation Ordinance (BSV, SR 747.201.1, as of 1 January 2022) covers Swiss waters including the border waters, and its Art. 121 para. 5 says that craft under 2.50 m “dürfen nicht mit einem Motor ausgerüstet sein”, may not be fitted with a motor. The Federal Office of Transport adds in its FAQ that this holds for boards whatever their length, with or without foils. Once across the border, the Italian rules in our Italy guide are the ones that count.
On 1 February 2023, answering Interpellation 22.4313, the Federal Council wrote that eFoils and eSurfboards are “in der Schweiz und auf den Grenzgewässern gemäss den rechtlichen Grundlagen nicht zugelassen”, not admitted in Switzerland or on the border waters (our translation).
Motion 24.4515 of 19 December 2024 asks for eFoils to be admitted; on 10 September 2026 it still awaited the National Council. Even a yes would not open Lake Maggiore on its own, as we read the treaty, since Art. 7 para. 5 makes new craft a joint decision of both countries.
Crossing to Cannobio
From Locarno the road follows the west shore through Brissago to the Valmara border crossing, then the SS34 into Italy. The Lakeview beach comes up about 800 m short of Cannobio. Without a car, take the bus to Brissago and change for Cannobio.
Wingers based in Ascona face a separate question. Ticino's lake law (RL 781.110 art. 7 c. 1) bans water skiing, kite surfing and similar equipment in the Gulf of Locarno and the Gulf of Ascona, and whether a wing counts is not written. We read that text in September 2026 and could not reopen it this month, so take this as a pointer and ask locally.
Art. 43 and the Italian water
On the Italian side nobody has written anything as plain. Italy ratified the 1992 agreement with Law of 20 January 1997, n. 19 (Gazzetta Ufficiale n. 35 of 12 February 1997, Suppl. Ord. n. 30), in force since 1 June 1997, and each country enforces it on its own territory (Art. 19). Nothing limits Art. 43 of its Regulation to Swiss water. The first paragraph reads:
“I natanti la cui lunghezza fuori tutto è inferiore a 2,5 m, come pure qualsiasi mezzo da spiaggia, i canotti gonfiabili ed ogni sorta di altri piccoli mezzi da svago e da gioco debbono navigare esclusivamente in prossimità della riva ed all'interno di una fascia di 150 m dalla riva stessa; in nessun caso essi possono essere forniti di motore.”
In our translation, craft under 2.5 m overall and any other small leisure craft must stay within 150 m of the shore and may “in no case” be fitted with a motor. Paragraph 2 exempts competition rowing boats, canoes, kayaks and sailboards, and similar craft as long as they have no motor. There is no clause for authorizations, and the consolidated text we read is dated 5 December 2017.
The word eFoil appears nowhere in it. On the wording, and on our reading, an eFoil is a craft under 2.5 m with a motor, which is what the first paragraph excludes, and the Swiss authorities apply it to eFoils in so many words. No Italian authority has written anything comparable, for or against. We found no Italian ordinance, circular or notice naming the eFoil on Lake Maggiore, while the lessons in the table above are sold on the Italian shores.

| Text | Where it applies | What it says |
|---|---|---|
| Treaty Regulation Art. 43 para. 1 (agreement of 2 December 1992) | Whole lake | Craft under 2.5 m within 150 m of shore, in no case with a motor (our translation) |
| Treaty Regulation Art. 55a | Swiss waters; Italian waters left to local authorities | Jet skis and similar craft banned whatever the drive |
| BSV (SR 747.201.1) Art. 121 para. 5 | Swiss waters, border waters included | Craft under 2.50 m may not be fitted with a motor |
| Federal Council answer of 1 February 2023, Interpellation 22.4313 | Switzerland and its border waters | eFoils and eSurfboards not admitted (our translation) |
| Piedmont regulation 5/R of 22 June 2009, art. 2 | West shore | 150 m shore band for sail, oar and pedal craft and sailboards; no mention of foils |
| Lombardy O.P.G.R. 58600/1997 | East shore | First 50 m: sail, oar, pedal craft, sailboards, electric motors up to 3 HP under 5 knots |
How Lombardy's 50 m allowance for small electric motors sits next to Art. 43, no text says. Whatever you ride, we would keep well clear of the ferry water around Stresa, Pallanza and the Borromean Islands. The minimum ages of 14 at Ispra and 16 at E-Foil Experience are the operators' own rules.
Everything in this section is our reading of public texts, checked in September and October 2026. It is not legal advice. Before you ride, ask your operator what it relies on.
Fewer offers than Como or Garda
Size points one way and choice the other. Garda covers 370 km² and has 15 eFoil operator rows on its Lombard and Veneto shores. Como is the smallest of the three at 145 km², wholly inside Lombardy, with six operators at five places. Maggiore sits between them on surface and comes last on offers.

| Surface | 212.5 km², about 80 percent Italian | 145 km², all in Lombardy | 370 km², the largest Italian lake |
| Who writes the rules | An Italian Swiss treaty, plus Piedmont, Lombardy and Ticino | One authority, whose Ordinanza 1/2026 names the eFoil | Trentino shore bans motor navigation; the Lombard shore ordinance names the eFoil |
| eFoil offers we found | Five at four places, none on the Swiss shore | Six operators at five places | 15 operator rows on the Lombard and Veneto shores |
| Wind pattern | Tramontana in the morning, Inverna from late morning or early afternoon | Tivano early, Breva from late morning | Pelèr until about noon, Ora after |
On rules the contrast is sharpest with Como, which is not a border lake and whose authority lists the eFoil in Ordinanza 1/2026 with conduct rules such as daylight only. Our Lake Como guide covers its schools in detail.
Garda splits by shore. Around Riva and Torbole at the Trentino end motor navigation is banned, while the Lombard shore has an ordinance that names the eFoil. The Lake Garda page sets out the rules of each shore.
Cannobio is 62.6 km from the Lecco school on Como in a straight line, so if your room is on Maggiore, book on Maggiore. If you have not settled on a lake yet, Garda gives you the most schools and Como the clearest written rules.
Tramontana mornings, Inverna afternoons
Mornings belong to the Tramontana. Swiss broadcaster RSI calls it “una brezza di terra e di monte che soffia il mattino presto”, a land and mountain breeze that blows early in the morning. Its partner, the Inverna, rises in the late morning or early afternoon and works its way up the lake.
Surfactive at Tronzano reports a thermal Inverna of 8 to 18 knots from the early afternoon, March to September, and Foilschool at Maccagno a good north wind in the morning with a lighter south wind later. So calm water for an eFoil is likelier early in the day. That is our synthesis, and it matches what we found on Como and Garda.
Watch for two other winds. The “Maggiore” from the north east can raise a big wave for up to three days, mostly in winter. The “Mergozzo” drops onto the water in front of Isola Madre within tens of seconds at up to 100 km/h (about 62 mph).

No authority sets an eFoil season, so the schools set their own. Ispra sells its trial from June to September, and E-Foil Experience hands out a 3 mm wetsuit in spring and autumn. Take the dates from the school you book.
From Stresa, Verbania, Arona or Locarno
Lakeview points its guests to two airports, Milan Malpensa and Zurich. From there, the town you book decides how far you drive to the water:
- Locarno and Ascona: no eFoil on your own water. Cross at Valmara past Brissago to the Cannobio beach, by car or by bus with a change at Brissago.
- Verbania: Cannobio lies north of you on the SS34. The Alibus runs from Malpensa to Verbania.
- Stresa: no base in town. Lesa is to the south (call Circolo del SUP first), Alice Beach is also on the southern Piedmont shore, and Cannobio is up the west shore beyond Verbania.
- Arona: Alice Beach and Lesa are your side of the lake, Ispra is across the water on the Lombard shore.
- Luino and the Lombard shore: the TILO S30 links Cadenazzo with Luino and Gallarate. For Ispra, ask the club about public transport.
A board of your own is no way round any of this. The legal reading above applies to a private eFoil at least as much as to a school's, and the schools bring theirs anyway, so pack a swimsuit, a towel and ID. If the sport is new to you, our eFoil basics explain how the board flies, and the price guide sets a lesson against owning one.
Wing foil and SUP instead
Wing foil is taught on both Italian shores, at Cannobio on the west and at Tronzano and Maccagno on the east. Follow Me sells a two hour wing trial at Cannobio for €160. No act names the wing, and it has no motor, so on our reading the motor clause of Art. 43 does not touch it. Our wingfoil guide covers the gear. A SUP costs less: Lakeview rents boards to non-guests for €15 an hour. Prices read on 24 October 2026.
