eFoil in Dubai

Who rents boards on Palm Jumeirah, at Jumeirah Beach and from yachts, what a session costs in dirhams, and what Circular No. (13) of 2026 asks of riders and operators

Last updated:

Four operators and where each one launches

Half of the eFoil operators we traced in Dubai work from Palm Jumeirah. The island was built on reclaimed land as a trunk, a fan of fronds and an outer crescent. A breakwater rings the whole thing, with gaps that let the tide flow in and out. Seamocean is at The Yacht Club of Sofitel The Palm, IGNITE Water Sports at RIVA Beach Club.

Seawake Water Sports lists eFoiling among its activities and keeps three bases in the city, at Four Seasons Resort Dubai at Jumeirah Beach, near Bvlgari on Jumeira Bay, and near Dubai Harbour. Its site does not say which of the three handles the boards. Dubriani works another way entirely. It is a yacht rental company, and it brings the eFoil to the boat you have chartered.

Booking platforms such as Klook and Go City also sell an eFoil session on Palm Jumeirah. What they resell is Seamocean's session, so we count them as sales channels and not as extra operators.

Operator details and prices below come from the operators' own sites, read on 23 October 2026, unless the text names another source.

What each operator offers

Seamocean at Sofitel The Palm

Seamocean sits at The Yacht Club, Sofitel The Palm. The eFoil shares its menu with jet ski, Jetsurf, E-SUP, Radinn, iAqua, parasailing and yacht charter, and bookings go through WhatsApp. Its lesson is sold as “Zero-2-Hero in 40 Minutes”. Instruction starts on land, in a shaded tent, and once you are on the water a dedicated instructor follows you by boat.

Sessions usually run 15 to 60 minutes, and that time includes the safety briefing, the land training and the water practice. Helmets and life jackets are provided. Seamocean says its lessons and rentals use boards from multiple brands without naming them, and rentals with instruction can be delivered.

Its rider limits are firm. You must be at least 14, weigh no more than 95 kg (210 lb) and swim to what it calls a sufficient level. Nobody rides intoxicated or pregnant, or with back, neck or heart problems. Seamocean also calls the inside of Palm Jumeirah the best place to eFoil in Dubai, with calm, flat and protected water. That is an operator's opinion, and the operator happens to be based on the Palm.

IGNITE Water Sports at RIVA Beach Club

IGNITE works from RIVA Beach Club on Palm Jumeirah, which has free basement parking, and rents eFoils next to SUPs, kayaks and pedalos. It sells 30, 40 and 60 minute eFoil sessions. The FAQ leaves no doubt that “The efoil rentals come with lessons”, and a safety briefing comes before anything else.

On its site IGNITE describes itself as “Dubai Maritime Authority licensed” and “Nakheel & Dubai Holding approved”, and says its staff are lifeguard and first aid trained. We connect the second claim with a DMA rule that keeps watersports craft out of the inner Palm unless the area owner has agreed; IGNITE itself does not cite it.

Seawake Water Sports

Seawake lists eFoiling with parasailing, flyboarding, wakeboarding, jet ski and windsurfing, and Visit Dubai, the city's official tourism site, names eFoiling in its listing for the company. Seawake Dubai also appears on Hydroflyer's list of dealers and demo centers. That ties the school to one brand, but it does not prove what is in the rental fleet, and Seawake itself does not say. Our Hydroflyer eFoil page covers the maker.

Dubriani, from a chartered yacht

Dubriani rents yachts, and the eFoil comes as an add-on. It lists the board at AED 1,500 for one hour and AED 2,500 for two, with a certified instructor, a safety briefing, continuous supervision and the speed set to whatever the rider is comfortable with. The company delivers the board to your chartered yacht and sets it up, and guests take turns from the boat.

List prices in dirhams

Every operator on this page prices in UAE dirhams, written AED. We read the figures below on the operators' own sites on 23 October 2026. A booking platform or a hotel desk may add something on top, and a list price will not tell you how much.

The Seamocean rental figure is a floor. It covers slots from 15 minutes up to an hour and longer, with delivery as an option, so what you pay depends on the length and on whether the board travels to you. IGNITE sells 30, 40 and 60 minute sessions with the lesson built in. We have no IGNITE price on record, so ask for one when you book.

The Seamocean lesson is a beginner course at a fixed base, the Dubriani hour an extra on a charter. Buying a board of your own is a separate sum, and the eFoil price guide breaks it down.

Dubai Marina, the Water Canal and other closed water

Dubai Marina is a district built around an artificial canal, along a 3 km stretch of the Gulf shore. Seamocean lists it among the popular eFoil areas, together with Palm Jumeirah and Jumeirah Beach. Not one of the operators we found says that it rides inside the Marina canal. Their bases are on Palm Jumeirah, at Jumeirah Beach, on Jumeira Bay and at Dubai Harbour.

We doubt canal water suits an eFoil. In waterways, canals, confined areas and near marinas the DMA circular holds every craft to the DMA speed limits and tells it to avoid wakes.

Some places are shut outright. Jet skis and watersports crafts may not enter the Dubai Water Canal, where other vessels are held to 7 knots. The water in front of Dubai Ladies Club is closed to all motorized vessels, boats, yachts and jet skis. Inside Palm Jumeirah and Dubai Harbour, watersports crafts need prior approval from the area owner or manager, and along every beach the separation buoys mark water where powered activity stops. The DMA shows its zones on the Dubai Marine Map on pcfc.ae.

The DMA circular and the laws behind it

Most of what touches a rider sits in one circular from March 2026. A 2023 law stands behind it, and an older resolution covers instructors. Where a sentence below is our own interpretation and not the wording of a text, it says so.

The law behind the DMA

Dubai's maritime regulator is the Dubai Maritime Authority (DMA), part of the Ports, Customs and Free Zone Corporation (PCFC). Its legal basis is Law No. (3) of 2023 Concerning the Dubai Maritime Authority, issued on 6 February 2023. Under Article 20(a) it supersedes Law No. (11) of 2007, and Article 21 put it into force on publication in the Official Gazette. Vessel licensing has a statute of its own, Law No. (11) of 2010 Concerning the Licensing of Vessels in the Emirate of Dubai, which the 2023 law cites in its preamble.

Older rules did not vanish with the old law. Article 20(c) of Law No. (3) of 2023 keeps rules issued under the 2007 law in force where they do not contradict the new one, until they are replaced. We read that as meaning Administrative Resolution No. (4) of 2021, the chartering rules, still applies.

Circular No. (13) of 2026

The text that governs a day on the water is DMA Circular No. (13) of 2026 on safe navigation rules and maritime safety instructions in Dubai waters. It was issued on 5 March 2026, took effect the same day, and is addressed to vessel owners, operators, crews and water sports practitioners. Nowhere does it name the eFoil. It speaks of “watersports crafts” and “water sports equipment”, and our reading is that an eFoil falls under the rules written for jet skis and similar craft.

The Annex opens with the vessel. No unlicensed, expired or unauthorized vessel may be in Dubai waters, nobody operates a vessel without a valid marine driving licence, and identification plates must match the vessel licence. On buoyancy the wording is blunt: “Life jackets must be always worn when practicing water sports activities”, and they are mandatory for all jet ski users and water sports participants. At night or in reduced visibility navigation lights are required, and routes are to be planned around the prevailing weather and the forecast.

Most of the Annex is aimed at rental companies. Each needs a valid DMA marine activity permit for its location, keeps to the areas and timings set for water sports, and must “return before sunset”. No equipment goes beyond two nautical miles from the shoreline, and no location puts out more units than it is authorized for. All jet skis and watersports crafts carry a tracking and remote control system, and rental companies provide a certified instructor for the whole rental, at least one for every five jet skis. Selling or promoting rides at sea is banned, approaching yachts to offer them included.

Instructors under the 2021 resolution

Administrative Resolution No. (4) of 2021 Regulating the Activity of Chartering Vessels was issued on 4 March 2021 by what was then the Dubai Maritime City Authority. Article 5(2) requires the reference checklist “for renting Personal Watercraft and water sports craft”. Article 6(a) sets the bar for a water sports Trainer's Licence: age 20 or over, a rescue and first aid certificate, a training certificate from a recognized center, one year of training experience, knowledge of local navigation rules, speed limits and prohibited areas, and a medical test.

A separate DMA circular, reported on 13 February 2026, requires recreational activity companies to display their DMA permit together with its key safety guidelines. Our advice follows from it. Ask to see the permit before you book.

This is our summary of the texts as we read them on 23 October 2026 and not legal advice. The binding versions are published by the DMA on pcfc.ae and by the Dubai legislation portal.

Swimmer buoys, access lanes and the two nautical mile line

Dubai's beaches are split between swimmers and everything with a motor. Circular No. (13) of 2026 keeps all marine activities well clear of beaches, swimming zones and swimmer safety lines, and nobody crosses into the beach separation buoys. An operator needs DMA approval for each beach location it uses, and no power driven activity takes place inside the buoys.

A board gets from the sand to open water through a lane. Each operator has an approved access lane marked by floating lines, and inside the separation buoys the limit is 5 knots, with no wake. Pickup and drop off happen only in the approved area. For an eFoil we read this plainly: you ride outside the swimmer buoys and reach the beach only through your operator's lane, slowly and without a wake.

Two nautical miles from the shoreline is the outer limit for jet skis and water sports equipment, and on our reading it binds an eFoil as much as a jet ski. The Palm has a rule of its own. The circular reads: “Jet Skis and watersports crafts are strictly prohibited inside Palm Jumeirah and Dubai Harbour areas without prior approval from the area owner/manager”.

So inside the Palm, as we take it, you ride with an operator that holds this approval, or not at all.

Sea temperature by month, and the shamal

February is the coolest month for the sea, at an average of 22.4 °C, and August the warmest, at 33.1 °C. With water that warm all year, the air decides when riding is pleasant.

Summer runs roughly from the last week of April to the first week of October. It is hot and humid, often above 38 °C. Winter lasts from the last week of October to mid April, with January daytime highs of about 22 °C, and thunderstorms with strong north westerly winds turn up now and then.

The wind to know by name is the shamal, a north westerly over the Gulf. It blows hard by day and eases at night, comes mostly in summer, normally lasts three to five days, and can reach about 70 km/h (about 43 mph) with dust in the air.

Late October to April is the best window in our reading, with the water at about 22 to 31 °C and air you can stand at midday. From May to September riding works early in the day. Seamocean says it rides all year round. Whatever the month, the DMA's sunset rule makes every rental a daylight activity.

What to ask before you book

Seamocean is the one operator here that publishes rider limits: 14 years minimum, 95 kg (210 lb) maximum and a sufficient swimming level. Others may draw the line elsewhere, so confirm age and weight when you reserve.

Under the February 2026 circular the DMA permit should be on display, and a company that cannot show one is not one to ride with. Somebody pulling up to your yacht at sea to offer a ride is, on our reading, breaking Circular No. (13) of 2026 by making the offer.

If a ride leaves you wanting a board of your own, expect thin brand choice in the UAE. On the brands' own sites we found no UAE dealer for Fliteboard, Lift or Waydoo. Seawake sits on Hydroflyer's partner list, and a Marine Industry News report from December 2024 named Ocean 360 as a Dubai seller of Awake boards. The eFoil buying guide covers what to look at before you spend that money.

If your travels head further east, our page on eFoil in Bali covers the schools there.

Frequently asked questions

Will a Dubai operator ask for my own license?

Not when you ride with a licensed operator, according to Seamocean's FAQ, which also warns that some areas are restricted by law. The DMA permit belongs to the rental company. The texts we read do not settle the case of a privately owned board, and Circular No. (13) of 2026 never mentions the eFoil by name.

Is an eFoil session in Dubai priced per hour?

Not at Seamocean, which sells slots from 15 minutes up. On 23 October 2026 it listed rentals from AED 525 and its 40 minute lesson at AED 840. Dubriani, which brings the board to a chartered yacht, asked AED 1,500 for one hour and AED 2,500 for two.

Can you eFoil in Dubai Marina?

None of the operators we found says it rides inside the Marina canal. Seamocean names Dubai Marina among the popular eFoil areas, but its own base is on Palm Jumeirah. Near marinas the DMA circular holds every craft to the speed limits and asks it to avoid wakes.

Is it too hot to eFoil in Dubai in summer?

Not early in the morning. Later in the day the air is often above 38 °C, with the water near 33 °C. We would pick late October to April, when the sea runs from about 22 °C at its coolest in February to 31 °C in late October and midday stays bearable.

Is there an age or weight limit for eFoiling in Dubai?

At Seamocean, yes: 14 years minimum, 95 kg (210 lb) maximum, and a sufficient swimming level.

Can you ride an eFoil inside Palm Jumeirah?

Only with an operator that holds the area owner's approval. Circular No. (13) of 2026 prohibits jet skis and watersports crafts inside Palm Jumeirah without prior approval from the area owner or manager. IGNITE at RIVA Beach Club calls itself Nakheel and Dubai Holding approved, and Seamocean, at Sofitel The Palm, calls the inner Palm the best eFoil water in Dubai. We read the rule as saying you never take a board in there on your own.
