A spur, a heel and two seas
Puglia's eFoil schools sit far apart. Garganosurf works from a bay north of Vieste, on the Gargano peninsula, the spur of the Italian boot. Locals Crew teaches in Salento, the heel, and spends the summer at Torre San Giovanni on the Ionian shore. Flyonboard has its address on the seafront in Otranto, on the Adriatic side of that heel.
Torre San Giovanni looks west and Otranto looks east, so the two Salento bases face different seas. Each coast also answers to its own coast guard office, in Vieste, Gallipoli and Otranto, and the three rulebooks agree on nearly every distance.
The board itself, and the wing under the water, are covered in our eFoil guide.
The three schools in one table
Pick the coast and you have picked the school, since no coast has two. List prices below were read on 25 October 2026.

Split three ways, the Locals Crew course comes to €190 a head. A single visitor who only wants to find out whether foiling clicks can buy Flyonboard's 30 minutes for €80. Private hours on the Gargano run from April into early November. For a trip in December or February, Locals Crew is the one school that publishes a year round calendar.
Garganosurf at Cala Azzurra, Vieste
Garganosurf has two centers on the Litoranea Vieste-Peschici, the coast road north of Vieste. Its eFoil base is the first, Cala Azzurra at km 5. The second, Isola la Chianca at km 9, lists no eFoil, so check which address your booking names.
Cala Azzurra is a bay about 4 km long with a beach 30 to 50 m wide. The school has direct beach access, an area reserved for its guests and pupils, and a public launch corridor next to it. Its own corridor, marked with yellow buoys, carries all gear in and out. It appears to be the corridor the Vieste regulation asks for in the bathing season.
The course opens on land with theory on safety and right of way, then moves from belly to knees to standing to foiling. You need basic fitness and must be able to swim; foil experience is not required. Garganosurf takes riders from about 15 years and 40 kg, but the Vieste coast guard text sets 16, so plan a teenager's booking around that.
The English course page lists €180 for one hour and €360 for two, while the Italian page lists €120 and €220, all read on 25 October 2026, so ask which one applies when you book. The German page adds a shared, semi private format, with no price and no group size given.
There is no eFoil hire here. Every board goes out with an instructor.
In the school's words, the traditional north west thermal lets you plane straight off the beach, and with the Scirocco, the second most frequent wind, the water is calm. An eFoil needs no wind, so a calm Scirocco day suits a first lesson.
Locals Crew and Torre San Giovanni
Locals Crew is a sports association, an ASD in Italian terms, and teaches eFoil in Salento twelve months a year. Where a course takes place depends on the weather. From June to September it is mostly Torre San Giovanni, in Marina di Ugento on the Ionian coast.
The Corso E-Foil runs to 2 hours in total, split over 2 days, for groups of 1 to 3 riders aged 16 and over. List prices read on 25 October 2026: €270 for one person, €430 for two, €570 for three. The board, helmet, vest, the rescue craft and RCT insurance (civil liability toward third parties) are part of the price. A wetsuit comes on request.
Booking is a deposit online and the balance on the day.
Going by the map, Torre San Giovanni sits inside the Gallipoli maritime district, so the Gallipoli ordinance governs the water off its beach.
Flyonboard in Otranto
Like Locals Crew, Flyonboard is a sports association (A.S.D.). Its address is on Via Lungomare Kennedy in Otranto. Riders go out on a Fliteboard, the board we cover in our Fliteboard guide.
The price list, read on 25 October 2026, starts with a 30 minute First Experience at €80. A single session costs €120, three sessions €300, five sessions €400. Rental with an instructor is available on request. Bought as a pack of five, a session comes to €80, the price of the taster.
The First Experience is a short theory talk followed by practice on the board. A single session is booked as a one hour slot with about 50 minutes on the board. Both prices include the compulsory association fee, a wetsuit and the safety kit, so membership costs nothing extra. You book online, slot by slot.
Flyonboard's pages publish neither a season nor a minimum age, so ask about both. The Otranto ordinance sets 16 for anyone riding.
Three coast guard texts, one set of distances
Italian law draws the outer line. Legislative Decree 171 of 18 July 2005, article 27, paragraph 3, letter c, allows self propelled boards (“tavole autopropulse”) only within one mile of the coast, and paragraph 6 of that article hands their use to the local maritime authority. Article 39 requires a license above 30 kW, beyond six miles or on a water scooter. We take it that an eFoil triggers none of the three.
Vieste, Gallipoli and Otranto publish separate texts. None of them defines the eFoil separately; as we read them, a single chapter headed “E-BIKE e E-FOIL” covers both.
- Vieste. A regulation of the Ufficio Circondariale Marittimo di Vieste, signed on 24 June 2026 with no ordinance number printed, replacing ordinance 19 of 5 June 2026, for the coast from Chieuti to Vieste. Article 43, paragraph 2, allows riding from one hour after dawn to one hour before sunset, in favorable conditions, under one mile out and more than 200 m from beaches and low rocks (100 m from high coast); in the bathing season you start and land through launch corridors. Article 45 sets age 16, the maker's manual, a flotation aid and compulsory insurance.
- Gallipoli. Ordinance 72/2025 of the Capitaneria di Porto di Gallipoli, dated 19 June 2025, for the coast from Punta Prosciutto (Porto Cesareo) to Diso, Torre San Giovanni included. Articles 77 to 79 repeat the Vieste limits, bans and duties.
- Otranto. Ordinance 9 of 15 April 2026 of the Ufficio Circondariale Marittimo di Otranto, replacing ordinance 7 of 26 March 2023, for the coast from Squinzano to Castro. Articles 77 to 79 follow the Gallipoli pattern, and a revised text of May 2026 keeps them.
Article 44 of the Vieste text keeps boards out of ports, ship approach routes, anchorages, river and canal mouths and closed zones. It also sets gaps: 100 m from navigation marks, diver floats and fishing gear, 200 m from merchant ships, 20 m from other craft.
Summer adds the bathing ordinances. In Vieste (ordinance 13/2026 of 14 May 2026, article 2) and Gallipoli (ordinance 57/2026 of 7 May 2026, article 2.1), the sea up to 200 m from beaches and low rocks and 100 m from high coast belongs to swimmers from 1 May to 30 September, and motor craft cross it only through a corridor. For Otranto the corridors follow the Regione Puglia bathing ordinance.
Taken together, and this is our interpretation, the texts let an eFoil ride on all three coasts between 200 m off a beach (100 m off high coast) and one mile out, in daylight, with a rider of 16 or over in a flotation aid and insurance in place. The 200 m distance carries no season limit in the texts. What the bathing season adds is the corridor.
No text says who must hold that insurance. Locals Crew includes RCT cover; the Garganosurf and Flyonboard eFoil pages do not mention it, so ask. In an emergency at sea, call 112 or 1530, the Guardia Costiera's free number. This section summarizes official texts and is not legal advice.

Tremiti and the Ugento dunes
The Gargano national park covers 118,144 hectares in the province of Foggia, Vieste, Peschici, Manfredonia, Mattinata and the Isole Tremiti among them. Zone A of the Tremiti marine protected area bans navigation, access, stopping, anchoring and mooring for craft of any kind. The islands also lie far beyond the one mile limit, so as we see it no eFoil trip goes out there.
The coast behind Torre San Giovanni is the regional park Litorale di Ugento, a protected dune shore.
Water temperature, and the windiest coast
In high summer the three coasts are almost level. Ten year monthly averages from seatemperature.info put Vieste, Gallipoli and Otranto within a degree of one another from June to September, between 22.6 and 26.9 °C.

| Month | Vieste | Gallipoli | Otranto |
|---|---|---|---|
| January | 12.6 | 14.3 | 14.0 |
| April | 14.7 | 15.3 | 15.1 |
| May | 18.5 | 18.5 | 18.2 |
| June | 23.0 | 22.9 | 22.6 |
| July | 26.1 | 26.1 | 25.8 |
| August | 26.8 | 26.9 | 26.5 |
| September | 24.5 | 25.4 | 24.8 |
| October | 20.6 | 22.0 | 21.3 |
| November | 17.2 | 18.7 | 18.1 |
| December | 14.1 | 15.9 | 15.6 |
Autumn pulls them apart. From October to January the Salento water averages warmer than Vieste. By our count from the table the gap stays under 1.5 °C in October and reaches about 1.8 °C in December and January.
Windfinder's averages rank the coasts by wind. Gallipoli is the lightest station in summer, 6.1 to 6.8 knots from June to September. Vieste runs 7.1 to 7.7 knots from May to September, from about north north west. Otranto is the windiest, 8.8 knots in July, from the north west. In our view those numbers tilt a July lesson toward the Ionian side.
Bari for the Gargano, Brindisi for Salento
Bari airport lies about 8 km north west of Bari city center and is the nearer one for the Gargano. Brindisi airport, 6 km from the center of Brindisi, is the one for Salento. That split is our reading of the map.
Airlines usually refuse lithium batteries over 160 Wh on passenger aircraft, so visitors to Puglia ride a school's board and the one at home stays there. Our eFoil battery guide lists what a pack holds.
