Why Riva and Torbole are closed to eFoils
Lake Garda is 51.5 km long, and three authorities write its rules. The narrow top end, 2.25 km across between high, steep banks, belongs to the Autonomous Province of Trento and takes in Riva del Garda and Torbole. Below it Lombardy holds the west shore, from Limone down to Sirmione, and Veneto the east, from Malcesine to Peschiera, while the lake opens out to as much as 17.5 km across in the south.
In Trentino an eFoil stays on the beach. The lake's navigation law, which we checked in Lombardy's consolidated copy (regional law no. 11 of 14 July 2009, art. 105 para. 3), bans motor craft from the waters of the Province of Trento, citing the particular character of the northern lake and its “vocazione” for sailing. Trento's provincial law no. 9 of 15 November 2001 carries that sentence as art. 14 para. 3.
The eFoil ban is older than its wording. In 2026 the Province's mobility service named the board outright: determination no. 3976 of 21 April 2026, the rulebook for sailboards on the Trentino lake that took effect on 15 May 2026, says in point 14 that because of the motor ban “l'utilizzo di foil elettrici e similari è vietato”. Electric foils and anything like them are prohibited.
In Riva and Torbole, the lake's best-known wind towns, we came across no eFoil lessons or rentals, which fits the ban. The nearest bases we know of are Planet Allsports at Capo Reamol, about 7 km away on the Lombard shore (the school's figure), and LakeRiders in Malcesine on the Veneto side.
One trap for visitors. DPC Torbole sells lessons on the Duotone Foil Assist and Pier Watersports Center in Riva sells Foil Drive rentals, both teaching “how to start and take off using the motor assistance”. Neither page says where on the lake those boards go out, and with the ban in place that is the first thing to find out.
Lombard and Veneto rules, strip by strip
Art. 103 of regional law 11/2009 keeps the water within 300 m of the shore for sailing, rowing and pedal craft and sailboards, all year. In the Salò and Romantica gulfs between the Barbarano stream and the Rocca di Manerba, around the Isola del Garda and off Punta Grotte at Sirmione it narrows to 150 m. Motor craft may cross only to land or leave, at three knots or less and at right angles to the shore. The law never says foil. Being motorized, an eFoil counts as a motor craft in our view, which means a slow, straight crossing and no flying until you are past the strip.
The Lombard summer ordinance of the Autorità di Bacino dei laghi Garda e Idro (board resolution no. 31 of 12 June 2025, in force since 16 June 2025) names the board, banning “wingfoil, e-foil e similari anche con propulsione elettrica” from bathing areas (art. 2.3). Each town sets the width of its zone, the season runs 1 May to 30 September unless Lombardy decrees otherwise, and you come in or go out at right angles and no more than 3 knots (art. 2.4). Outside bathing zones the ordinance bans nothing for eFoils.
Veneto writes tighter. Ordinance no. 13522 of 12 May 2026, whose safety rules apply from 15 May to 15 October each year, keeps the first 100 m for swimmers in the bathing season and bans “efoil e similari” there. Art. 9 adds that electric foils may not ride within 300 m of the coast in the summer bathing season, beyond one nautical mile (1,852 m), between sunset and dawn, or within 500 m of harbor mouths, jetties, promenades, moorings and public ferries. On the east shore in summer you fly in the band between. Launches use a marked corridor, two riders at a time, or where there is none a perpendicular line at 3 knots through water free of swimmers. The lifejacket stays on and one person rides each board.

Town orders narrow things further. In recent summers Salò has closed its inner gulf, between the Barbarano stream and Punta del Corno, to “foil elettrici o similari” and wing foils by mayoral order (no. 113 of 2026, point 7), letting boards only travel to and from their operator's base. Check the current order. At Manerba, ordinance no. 16 of 22 July 2019 opens the Rocca and Sasso nature reserve only to sail, oar and pedal craft and sailboards, inside a buoyed coastal strip. Fines run from €70 to €420, and a visitor living abroad pays on the spot or risks the craft being impounded for up to sixty days. The published order lacks its map, so where the reserve starts is a question for your school.
San Felice del Benaco stays unclear. Its ordinance no. 02/2022 of 18 June 2022 bans jet skis (art. 9 para. 1) and, citing the crowds of boats in summer, motor surfboards “o similari” (para. 2) without naming foils, while three eFoil outfits operate there. It also sets the protection strip on its shore at 150 m. Older jet ski bans from Limone to Sirmione cover “mezzi similari”, and no text says whether that means eFoils.
Italian national law leaves questions open too. The boating code (legislative decree no. 171 of 18 July 2005, art. 39) requires a license on any jet ski and a minimum age of 16 on small craft, except in federation schools with liability cover, and art. 123 of the insurance code (legislative decree no. 209 of 7 September 2005) makes third party cover compulsory for motorized pleasure craft. Neither mentions foils, and anyone on a private board would be wise to take out the cover anyway. Veneto's regional law no. 6 of 5 May 2026, not yet in force, would also require craft from other waters to be cleaned and certified before launching, and does not say whether boards count.

eFoil schools on the Lombard shore
Prices below come from each operator's website as listed on 28 September 2026. Every school here except Mako-H-Bike has English pages, which is no promise that your instructor speaks English.
Planet Allsports teaches at the surf and kite school of the Hotel Capo Reamol, about 3 km from Limone, on the Audi e-tron foil. Its beginner course runs 1.5 hours with around 50 minutes on the water, from €151, and pupils start at 16 with a parent's consent. Sessions go out in the late-morning lull, as the north wind fades. Parking is for hotel guests, so others walk or cycle from Limone or take the free boat pick-up.
Reunion Kite Academy at Campione del Garda charges €70 for a trial with 20 minutes of riding and €120 for a full lesson with 45, and rents afterwards through a collaboration with Lift. Pupils start at 12, and the school asks for an Italian non-competitive medical certificate under six months old, on a form your own doctor can fill in. Whether a UK or Irish GP will do is not stated.
The Manerba coast is where eFoils cluster. NAMU Water Experience teaches from the Baia Bianca Beach Club on San Sivino bay, with a second base at Toscolano Maderno, at €145 for a one-hour lesson; its two-person demo rides a Takuma Cruising 2, from a maker in liquidation since July 2024. Porto Torchio holds three separate outfits. YourWave, a Czech school that winters in Phuket, runs Lift boards and calls itself Lift's premium test center. eWave rides Jetwave, Audi and Fliteboard, with private lessons from €200 for 90 minutes and a €3,000 deposit on day rentals. EFOIL-FUN, also on Fliteboard, charges rental per battery charge and wants ID and €250 in cash; helmet and vest are compulsory aboard.
At San Felice del Benaco port, Benaco Paddling Academy and Foiling Academy share an address and a phone line. Benaco's lessons cost €200 for 90 minutes, club membership included. Mako-H-Bike, the Italian distributor of the HydroFlyer, offers a guided 40-minute ride from the San Felice beach for €75. Further south, FTC Garda at the Desenzano Lake Village charges €100 to €150 per Fliteboard lesson from age 16, and eFoil Riders lists 60-minute courses at Desenzano and Bardolino without an address or price.
Malcesine to Lazise on the Veneto side
Fewer schools, stricter water. In Malcesine, LakeRiders teaches with the Berlin eFoil dealer E-Surfer on the Audi board and the LIFT5 sport, and counts only the minutes you spend riding: €249 for a 30-minute Audi lesson, €399 for 60. Renters without a LakeRiders lesson pay a one-off €99 orientation, and minors need a parent's written consent.
Beekite, at Castelletto di Brenzone, keeps one price in high and low season and charges first-timers a €10 introduction; a 75-minute private lesson costs €165. Down at Lazise, Gardawake charges €160 for an hour for one person or €280 for two, from age 16. Surf Point La Rocca at the La Rocca camping village in Bardolino lists eFoil among its rentals with no published price. Freedome and 360gardalife resell lessons; only the latter names its school, Beekite.

Wing foil at the windy end
Motors are banned in the north. Sails are not. Trentino's determination no. 3976 lets windsurfers and wing foilers use all its water from dawn to sunset in good visibility. From 15 May to 10 October they stay out of a 60 m strip off beaches and away from swimmers, except to launch and land slowly. Jumps are banned within 200 m of shore. Riders wear the flotation the rules require, and a helmet is recommended. Beginners may start in open water from a school boat authorized each year, the “lift”.
Torbole and Riva hold most of the schools (prices as listed on 28 September 2026). Surf Segnana at the mouth of the Sarca and Sailing Du Lac in Riva belong to one company and sell 2-hour group lessons at €109, run with the north wind in the morning and the south wind after lunch; a complete wing, board and foil rents for €59 an hour. Vasco Renna in Torbole teaches five levels in Italian, German and English. Duotone Pro Center on Conca d'Oro beach names six teaching languages, English among them, and says its rescue boat helps all its customers. Pier Watersports Center in Riva includes boat assistance and the lift in its lessons, from €139 for an hour.
On the Veneto shore a wing foiler needs third party liability insurance (ordinance no. 55 of 17 March 2025 as amended by no. 147 of 9 May 2025, art. 2 para. 4) and keeps between 300 m and one nautical mile out in the bathing season. Malcesine's schools lean on boats. LakeRiders takes beginners from wingsurfing on a big board without a foil, through a wakefoil session behind its boat, to wing foiling on day four. WWWind Square teaches over radio in German, Italian or English and suggests at least five days, and Windsurfing Campagnola starts at €80 without a foil. Across at Campione, Reunion's 2-hour introduction costs €250, Gardakitesurf's trial €90, and Campione Univela also teaches wing.
The daily wind cycle and the open months
On fine days, the Garda Trentino tourist board explains, the wind blows from the north in the morning, turns at midday and comes from the south afterwards. The Pelèr starts in the small hours, blows at up to 13 m/s (about 25 knots) and dies around midday. The Ora follows until sunset at over 10 m/s (about 19 knots), strongest in the narrow north and in high summer. Storms bring the Balinot, a northwest fall wind through Riva that can top 20 m/s after thunder or snow in the mountains. Meteotrentino updates its Alto Garda wind forecast twice a day.
Climates to Travel puts the water around 20 °C from June to August, warmer in the south, and Arpav's July readings on the Veronese shore, as L'Arena reported them, reached 27 °C in 2022. Duotone Pro Center suggests a 4/3 wetsuit in spring and autumn. Among the eFoil bases, Beekite opens in late March, Planet Allsports runs from early April into October and EFOIL-FUN rents from May to October; the others publish no months. Surf Segnana and Sailing Du Lac teach wing from May to the end of October. Lay those dates over the rules and two windows appear, April and late October, when schools are open and the summer bathing bans are not in force. The Lombard 300 m strip never lifts.
Getting there, and leaving your board at home
Verona and Milan Bergamo are the nearest airports, says the Garda Trentino tourist board. From Verona an Aerobus reaches Porta Nuova station for buses to Garda, Torbole and Riva, or trains to Rovereto and a 17 km bus ride to Riva. Bergamo's shuttle runs to the city's station, with trains on to Desenzano, Verona and Rovereto, and from Bologna the Marconi Express monorail runs to Bologna Centrale for a train to Rovereto. Drivers leave the A22 at Rovereto Sud for the north end or at Affi for Garda, Bardolino and Lazise. On the lake, Navigazione Laghi links Desenzano, Peschiera and Riva and takes boards as special baggage for €9.60 (list price read on 28 September 2026), space permitting; its rules bar dangerous goods and say nothing about lithium batteries.
Pack swimwear and sun cream, not a board. IATA sends lithium batteries above 160 Wh to cargo as dangerous goods, and our eFoil battery guide puts packs at roughly 500 to 2,600 Wh. UK visitors need a GHIC or EHIC for state healthcare in Italy, plus travel insurance; Irish residents use the EHIC, and everyone else should check what their insurance covers.
