eFoil in Portugal

Two schools on the Cascais bay, a Fliteboard operator in the Algarve, list prices, the nortada, and what Decreto-Lei 93/2018 says about motorized boards

Last updated:

Praia da Conceição, the Cascais beach with the eFoil boards

Fliteboard keeps a list of places where you can ride its boards, and Cascais is on it. The host there is eFoil Cascais, a Fliteschool that also runs guided tours and sells boards, working from Praia da Conceição, a beach on the Cascais bay. Fliteboard's page for the location offers a Group Lesson Flite Experience and a gift voucher for a two-hour lesson. If you want the brand background first, our Fliteboard guide covers the boards and wings.

You check in and collect your kit at Sports Center Cascais, on the same sand. According to Fliteboard the lesson price covers the instructor, the board, a helmet, an impact vest or life jacket, a wetsuit when the water needs one, and insurance. What you bring is sunscreen and swimwear.

How eFoil Cascais starts a beginner

eFoil Cascais is specific about the board it puts first-timers on. It is the Fliteboard AIR, an inflatable of 150 liters with a carbon box inside that stiffens the deck under your feet, matched with the 1800 Cruiser wing. The school says first-timers foil in under an hour. That promise is the school's, not ours, and your weight and balance will move it.

Past the first flight, the school keeps every Flite board and wing for advanced sessions (AIR, Standard, PRO and ULTRA), and it teaches wing foiling and prone foiling on top of eFoil. Lessons are graded beginner, intermediate and advanced, and guided eFoil tours leave from the beach. An instructor supervises at all times, either from a support boat or riding another foil next to you.

The school describes its water as calm and crystal clear, and its spot as sheltered from waves and wind. Lockers, showers, a rescue boat, a restaurant with a bar, sunbeds, SUP and kayak rental and an inflatable park for children are all at the beach. If you arrive by sea, eFoil Cascais can run the session from your own boat at anchor.

Sports Center Cascais and the Flitescooter

Sports Center Cascais is more than a check-in desk. From its base at Praia da Conceição it rents SUPs, kayaks, eFoils, wing foil kit, jet skis and the Flitescooter, and it runs introductory eFoil courses of its own. Every Cascais price on this page comes from its published list.

The Flitescooter is Fliteboard's eFoil with a handlebar. Something to hold on to adds stability, and Fliteboard says complete beginners learn it in minutes. Half an hour costs €80 at the Sports Center, and a full hour at €150 covers up to three people.

eFoil Cascais, eFoil Algarve and eFoil Riders all teach on Fliteboard. Fliteboard's own photo, not taken in Portugal.

Lisbon by train, Guincho for the kiters

You do not need a car for Conceição. The Linha de Cascais trains run from Cais do Sodré in Lisbon along the coast through Oeiras to Cascais, and eFoil Cascais puts its beach only 30 minutes from the capital.

West of town the coast faces the open Atlantic. Praia do Guincho runs for about 800 m and belongs to surfers, windsurfers and kiters, and it hosted windsurf world cup events in the 1990s. In June, July and August a strong northerly blows there, and the beach is known for strong currents and a heavy shore break. None of the eFoil schools on this page works from Guincho. A sheltered bay like Conceição is the opposite kind of water.

That northerly is the nortada. It blows down the Iberian west coast in summer, mainly from the north-northwest and mostly between June and September, driven by the Iberian thermal low and the Azores High out at sea. Guincho amplifies it.

Wing foilers want that breeze, and both Cascais operators teach wing foiling. Our wingfoil guide explains what the sport needs that an eFoil does not.

Algarve eFoil lessons, from a reservoir near Silves to the cliffs

The south coast is harder to pin down. eFoil Algarve teaches on Fliteboard, takes bookings over WhatsApp or online, and says that booking ahead is essential. No water sports experience is needed, according to the school.

Its website does not say where you will ride. Resale listings for the eFoil Algarve session are more forthcoming. According to those listings the meeting point is a calm dam near Silves, a little way inland, the session lasts 1 hour 30 minutes, and it is taught in Portuguese and English.

One lesson or rental hour for a single rider costs €175. Two or more riders pay €150 each for an hour. Riders aged 14 and under get a 30-minute lesson for €75, and the longest product on the list is the Algarve Cliff and Cave Session, five hours for €600.

eFoil Riders on the Algarve

eFoil Riders runs a lesson page for the Algarve, again on Fliteboard. Beginners take a 90-minute course, and advanced lessons follow for riders who already fly. Like eFoil Algarve, it names no spot, so the meeting point is part of the conversation when you reserve.

Lagos has wing foiling, not eFoil

Travelers who land in Lagos expecting a motorized board will find wings instead. Algarve Watersport teaches wing foiling only. Its lessons run on the Ria de Alvor lagoon and at Meia Praia, the school confirms the spot the evening before, transport is included, and there is rescue support at Meia Praia. A session starts at €90 (list price read on 23 October 2026).

Rental hours, packs and a five-hour cliff tour

€150 buys a rental hour on the Cascais bay. In the Algarve a single rider pays €175 for an hour, or €150 when two or more ride together. Thinking past rental to a board of your own? Our eFoil price guide does those sums.

Sports Center Cascais lists its eFoil lesson at €150 without stating a duration, so ask how long it runs before you compare it with the Algarve hour, which eFoil Algarve prices the same for a lesson or a rental. The rental packs bring the Cascais hourly rate down: €375 for three hours and €500 for five.

Decreto-Lei 93/2018 and the prancha motorizada

Recreational boating in Portugal runs on Decreto-Lei n.º 93/2018 of 13 November 2018. It revoked the older Decreto-Lei 124/2004 (article 62.º n.º 1 b)) and entered into force on 1 January 2019 (article 65.º n.º 1). Two public bodies matter to a rider. The DGRM keeps the national register of craft and licenses, and the captaincies of the Autoridade Marítima Nacional set the local rules on each stretch of coast.

Jet skis and the prancha motorizada, the motorized board, stand side by side in articles 8.º, 13.º, 35.º and 54.º, and the decree never says what such a board is. We count an eFoil as one. That is our reading; the text has no entry for eFoils. Article 2.º n.º 2 c) leaves boards with or without a sail outside the decree altogether, so as we read it a wing foil board with no motor sits outside as well.

License, registration and insurance

Under article 35.º n.º 1 a craft may only be commanded by the holder of a suitable carta de navegador de recreio or by a registered seafarer. The entry level license, the carta de marinheiro, is good for daylight, up to 3 miles from the coast and 10 miles from a harbor of refuge. Holders aged 16 to 18 may command jet skis and motorized boards of any power (article 35.º n.º 2 d) i)). Nobody under 16 can hold one, and the holder must be able to swim (article 35.º n.º 3).

Craft data live in the DGRM's SNEM system (article 4.º n.º 1), and a craft has to be registered before it is used (article 15.º n.º 1). The article 16.º n.º 1 exemption covers only auxiliary craft up to 2.5 m and 4.5 kW. The livrete, the registration document, is electronic under the new regime (preamble). A motorized board carries lighter markings than a boat. It shows only the registration number and the zone digit with PT (article 13.º n.º 7 read with article 11.º n.º 1 b) and c)), and leaving them off is an offence under article 54.º.

Third-party liability insurance is compulsory for owners of motor-driven craft of type 5, as for types 1 to 4 (article 33.º n.º 1), and the policy is an on-board document where that applies (article 22.º n.º 1 c)). For a privately owned eFoil we read all of this as applying. A lesson, where you ride the school's craft under its supervision, is a different situation in our view.

Sunset, bathing beaches and the Cascais edital

Article 8.º n.º 3 keeps jet skis and motorized boards off the water between sunset and sunrise. The only way round it is an exception authorized by the local maritime authority through the BMar portal.

Bathing beaches get a 300 m strip from the water's edge where no craft may navigate (article 45.º n.º 1). You cross it only inside an access corridor, at steering speed and at right angles to the shore. Other sea beaches carry no such strip. Conceição is one of the bathing beaches of the Cascais bay, so a lesson there has to respect the strip and its corridors, on our reading of article 45.º. The life jacket duty of article 46.º n.º 2 names jet ski users only, not motorized boards.

Every craft must also follow the editais, the published orders of the local maritime authority (article 30.º n.º 1). For Cascais the text in force is Edital n.º 950/2024, published in the Diário da República, 2.ª série, n.º 133, on 11 July 2024. It covers the coast from the Rio Sisandro to the Torre de São Julião da Barra, Ericeira included. Reservoirs follow a separate joint portaria (article 48.º), and we take that to be the frame for a dam like the one near Silves.

Renting from a school under Decreto-Lei 149/2014

Rentals belong to the maritime tourism rules, the Regulamento published with Decreto-Lei 149/2014 of 10 October 2014. Its article 8.º n.º 6 says craft rented without crew follow the recreational boating rules, and article 13.º n.º 1 a) makes the rental operator check the renter's license where one is required. Unpowered boards are exempt from registration for maritime tourism (article 5.º n.º 1).

Article 8.º n.º 8 allows license-free rental of jet skis under 85 kW in a marked, supervised circuit with an assistance boat. Motorized boards are not named, and we would not assume the clause covers an eFoil.

This is our summary of the official texts as published, not legal advice. The captaincy for the stretch of coast where you ride has the last word.

Cascais water never averages 20 °C

eFoil Cascais hands out a wetsuit with the helmet and life vest, and the sea explains why. September is its warmest month, at an average of 19.9 °C.

Lagos runs about one degree warmer than Cascais in every month of the year. Both coasts peak in September and hold most of that warmth through October. The coldest water comes late, in March.

Monthly averages from seatemperature.org for Cascais and Lagos, read on 23 October 2026.

On land the long series for Monte Estoril, on the Cascais coast, gives an idea of the year. In the 1931 to 1960 normals the mean daily high was 14.9 °C in January, 19.4 °C in April, 23.6 °C in June, 26.0 °C in August, 24.9 °C in September and 22.0 °C in October, and July was the sunniest of those months at 383.7 hours. Old figures, so read them as a shape.

Wind is the other half of the calendar. In Lagos, Algarve Watersport describes the nortada as blowing from May to September, most reliably from June to August at 15 to 25 knots, with April and October off season for wind. On an eFoil a breezy afternoon is mostly chop to fly over, so the sheltered bay at Conceição or the dam near Silves suits a windy day better than open water.

Put sea temperature, daylight and wind together and our pick is June to October. September has the warmest sea on both coasts, and the northerly is past the June to August stretch the Lagos school calls its most reliable. October keeps nearly all of that warmth, at 19.8 °C in Cascais and 21.0 °C in Lagos.

A lesson for under-15s, and the unnamed Algarve spot

Age works differently in a school and on your own. eFoil Algarve has a 30-minute lesson for riders 14 and under at €75, the one eFoil product on this page aimed at children. Riding alone is another matter, since the carta de marinheiro starts at 16.

In the Algarve the meeting point is the open question. Neither eFoil Algarve nor eFoil Riders publishes one, and the dam near Silves comes from resale listings, not from the school. A WhatsApp message to eFoil Algarve settles spot, duration and language before you set off.

If Portugal is one stop on a longer trip, the Canary Islands page covers the Spanish islands, and our eFoil basics page explains how the board, the remote and the foil work together.

Frequently asked questions

Which license lets you ride an eFoil alone in Portugal?

A suitable carta de navegador de recreio, unless you are a registered seafarer: Decreto-Lei 93/2018 lets nobody else command a craft (article 35.º n.º 1). A lesson is murkier. You ride the school's board under its supervision, and eFoil Algarve says no experience is needed, yet the texts we read do not settle the license question for a visitor who has none. The license-free rental clause of Decreto-Lei 149/2014 is written for jet skis in a marked circuit, and we see no clear answer on whether it reaches an eFoil.

How much does an eFoil hour cost in Cascais?

Sports Center Cascais lists €150 for one hour of eFoil rental, read on 23 October 2026.

Is there a fixed eFoil spot in the Algarve?

Not a published one. eFoil Algarve and eFoil Riders both teach on Fliteboard in the region, and neither names a spot on its website. Listings that resell the eFoil Algarve session place the meeting point at a calm dam near Silves, inland. Ask for the place when you book.

Is there an eFoil lesson for children in Portugal?

One that we found. eFoil Algarve sells a 30-minute lesson for riders aged 14 and under at €75. For riding without a school the law sets a higher bar, since the carta de marinheiro has a minimum age of 16 and asks that the holder can swim.

Which month has the warmest sea for an eFoil trip to Portugal?

September, if warm water decides it. Average sea temperature peaks that month on both coasts, at 19.9 °C in Cascais and 21.1 °C in Lagos, and the summer northerly is past its most reliable months by then. We would plan for June to October and still expect a wetsuit at Conceição, where the schools include one.

Are eFoils allowed after sunset, or close to a bathing beach?

Not after sunset. Article 8.º n.º 3 of Decreto-Lei 93/2018 keeps jet skis and motorized boards off the water between sunset and sunrise, with exceptions only by permission of the local maritime authority. Near the shore it depends on the beach: bathing beaches have a 300 m strip off the water's edge, crossed only through access corridors, and other sea beaches have none.
