Two bases at the southern tip
Pula is where Istria's eFoil riding happens. Lull eFoil teaches from Brioni Camping by Valamar in Štinjan, a village about 5 km west of the city by Lull's own count, facing the Brijuni islands. Jistra Adventures, the second base, sits at the Arena Stupice campsite in Premantura and takes its riders out at Cape Kamenjak, the southern point of the peninsula.
Up the west coast the picture changes. Umag, Novigrad, Poreč, Vrsar and Rovinj have no fixed eFoil school with a bookable offer, so anyone staying there either drives south or has a board delivered. On the far side of the peninsula, in the Kvarner bay, Opatija Adventure gives lessons from Slatina beach in Opatija.

Lull at Štinjan: the first hour on a Fliteboard
The beach is a pebble strip inside the campsite at Puntižela 155. Lull describes the water as a shallow coastal area with a small port that gives protection from strong winds. Parking is free, the walk from the car takes about five minutes through the campsite, and there are toilets and storage at the beach or in Lull's van.
A beginner lesson lasts 60 minutes and costs €130, or €240 when two of you book together. Fifteen minutes go on theory and safety, with helmet and impact vest on. Then 35 minutes on the water on a Fliteboard AIR or ICON, and a final ten filmed on an Insta360, so the ride comes home with you. No experience is needed. The advanced lesson costs €150 alone or €260 for two.
Lessons run parallel to the shore, typically 100 m out. Lull says the foil lifts at about 18 km/h and a first lesson moves at around 20 km/h (about 12 mph). A battery charge lasts about an hour.
Before you start, the instructor checks that you can swim with the vest and helmet on while holding the controller. Lull gives 16 as the age it recommends for the sport, says children under 16 should not take part, and its boards carry riders from about 45 to 50 kg up to 100 kg. Lessons are given in English or Croatian; riders who speak neither are asked to get in touch first.
Foiling, in Lull's words, “may take a couple of hours to learn to control”. After a good morning session the chief instructor may add a second one the same evening, which helps if you only have one day near Pula.

Renting at Štinjan has a condition. Lull hands over a Fliteboard only to riders who passed its school or another school's, or who are self taught to an advanced level. The price is €350 a day or €2,250 a week.
Three hours to Levan, ninety minutes past Brijuni
Pomer, a village on the Medulin bay next to Pula, is the start of Lull's Island Levan Tour. For three hours the group rides along Cape Kamenjak to the island of Levan, where the boards are recharged with fresh batteries. The tour costs €380 per person, takes one to four riders and asks for good to advanced riding skills.
The Sunset Bevvy Tour is the shorter one: 90 to 120 minutes around Brijuni National Park off Štinjan for €250 per person. Groups can book the private boat tour instead, three hours with a captain, an instructor and two Flite AIR boards for €650, with room for up to four people on the boat. Private half and full days are priced on request.
Brijuni has its own rule. The park's internal regulations (Pravilnik o unutarnjem redu u NP Brijuni, NN 75/2000 of 26 July 2000, art. 58) allow craft in park waters only with the permission of the park authority, and anyone found there without it must leave or obtain one (art. 61). The national navigation rulebook ties craft to that act in its art. 72. Our reading is that a rented or private board enters park waters only with the park's permission or with a school that holds it.
Premantura, Jistra and the Kamenjak currents
Jistra Adventures has its base at the Arena Stupice campsite in Premantura, where kayak, SUP, bike and e-bike tours around Cape Kamenjak run alongside the eFoil school.
The one hour lesson costs €110 for one rider, €200 for two and €290 for three. As the hour appears on Manawa, it opens with about 20 minutes of briefing and demonstration, followed by about 40 minutes on the water at Cape Kamenjak. Instructor, life jacket, wetsuit, helmet and GoPro video and photos are included, teaching is in English and Croatian, and that listing gives 14 as the minimum age.
Jistra also rents without an instructor. Thirty minutes cost €80, an hour €100 and a full day €280, always with a life vest and helmet, and a wetsuit adds €8. A first timer is advised to take the lesson first. Once you can fly, that half hour is the cheapest way onto a board at either base.
Kamenjak needs care. The protected area's visitor code warns that sea currents along its whole coast are very strong, especially between Cape Kršine and the island of Fenoliga, and that in summer many vessels come very close to the coast. The code also asks speedboats, jet skis and similar craft to stay at least 300 m from the shore, gives divers' buoys a 50 m berth and allows no more than one vessel within 100 m of dolphins.
Medulin, on Pomer's bay, has no fixed school. Blue Mind Marine delivers boards there.
Wing foil at Kamenjak
Jistra's wing courses start from €200, and its wing gear rents for €95 for three hours. Windsurf Station on Skoljic beach, inside the Kamenjak protected area, teaches a four hour Wing Foil Basic Course and has no eFoil. The national picture is on the wing foil in Croatia page.
Štinjan or Premantura, by your level
Your level picks the spot more than your hotel does.
Never been on a foil
Take a lesson, and take it in the morning. Štinjan suits a nervous first ride best, with shallow water, a sheltering port and ten minutes of video at the end. Premantura is €20 cheaper for the hour, and its Manawa listing includes a wetsuit and GoPro footage; the lesson runs at Kamenjak, where the park warns of strong currents. A 14 or 15 year old fits Jistra's listing and is under Lull's recommended age. If the first hour goes well, ask Lull about a second session that evening.
Already flying
Rent. Jistra's half hour or day at Premantura costs less, and Lull's €350 day at Štinjan gives you a Fliteboard and a sheltered home bay. Lull rents only after a school or to self taught riders at an advanced level, so be ready to say where you learned.
Here to tour
Book the Island Levan Tour from Pomer, three hours along Kamenjak with a battery change on the island, or the Brijuni sunset ride from Štinjan. Four friends can take the private boat tour instead and split €650, about €160 each, with two boards between them.
A week in a villa or on a yacht
Delivery works better than a daily drive. Blue Mind Marine, a Zagreb based Waydoo dealer, brings boards to Pula, Medulin, Premantura, Rovinj and Opatija, to villas, yachts, marinas and beaches, with full equipment and a quick instruction; a Waydoo Flyer One Plus costs from €790 a week plus a deposit. It is a rental service, not a school. More on how delivered boards work is in the eFoil rental guide.

Staying in Rovinj, Poreč or Umag
None of Umag, Novigrad, Poreč, Vrsar and Rovinj has a fixed eFoil school you can book. A holiday on that side of Istria still gets you on a board, by car, by delivery or on a different kind of foil.
Driving is the simplest. Valamar puts Pula's airport 52 km from Poreč, and Štinjan lies about 5 km west of Pula itself, so a morning lesson at Lull and the drive back fit into one day. Premantura sits further south, past Pula.
Or you have a board delivered. Blue Mind Marine lists Rovinj among its drop off places, full equipment and a quick instruction included. That suits a rider who has flown before; a complete beginner gets more from an hour with an instructor at Štinjan or Premantura.
Wind is the third option. ProSurf Windsurfing Center at Špadići, Poreč, teaches wing foil and windsurfing, with a two hour wing foil Starter lesson for €80, and has no eFoil. Our wing foil lessons guide explains what a first wing lesson covers.
Lim channel and the Golden Cape
Between Vrsar and Rovinj, the Lim channel (Limski zaljev) has been a special marine reserve since 1980: a sunken karst canyon with submarine springs and a natural spawning ground for some fish. Before you take a delivered board anywhere near it, ask the harbor office in Rovinj or Poreč what applies.
Rovinj's Zlatni rt, the Golden Cape forest park, has been protected on land since 1948 and sets no rule for the sea, where the national rules apply.
eFoil prices in Istria, from lesson to tour
Jistra undercuts Lull by €20 on a beginner hour and, unlike Lull, rents by the half hour. Lull has the tours and the week on a Fliteboard. Opatija Adventure in Kvarner sells lessons only.

A motorized board under Croatian law
In Croatian law an eFoil is a personal craft, an “osobno plovilo”. The navigation safety rulebook (Pravilnik o sigurnosti pomorske plovidbe u unutarnjim morskim vodama i teritorijalnom moru Republike Hrvatske, NN 52/2025 ↗ of 21 March 2025, as amended by NN 40/2026 ↗ of 17 April 2026) gives the definition in art. 45 point 6: a device for moving on, over or under the sea, whatever its drive, that carries no duty of registration. Its examples include the “električna daska za jedrenje”, an electric sailing board.
Personal craft may ride freely from sunrise to sunset up to 300 mfrom the shore, except in a managed bathing area, and one with a motor must not come closer than 50 m to the shore (art. 49 paras 4 and 6). That leaves a daylight band between 50 and 300 m out. Further than 300 m you need an escort by a suitable motor craft provided by the organizer or the renter (para 7). Inside a managed bathing area only pedalos and paddleboards are allowed (para 5), and a diver's buoy gets 50 m (para 12).
The rulebook closes a managed bathing area off on the sea side with a “psihološka brana” (art. 45 point 12), which by our reading means a buoy line. The text names no buoy color and no distance.
Within 300 m of the shore all vessels (plovni objekti) keep to at most 8 knots, about 15 km/h (art. 50 para 1). The article speaks of vessels and was not written for eFoil boards, so on our reading it is open whether it binds one; ask your school or the harbor office how it applies on their stretch of coast. The harbor office can set its own speed limits for particular areas (art. 50 para 3), published in official nautical charts and on the Ministry's website. In Istria that office is Lučka kapetanija Pula at Riva 18, Pula, with branch offices in Umag, Novigrad, Poreč, Rovinj, Raša and Rabac.
The rulebook sets no minimum age for personal craft. The schools set it instead, and Lull and Jistra's listing draw the line two years apart.
In an emergency at sea, call 195, the free number of MRCC Rijeka, or use VHF channel 16 or 112.
This is our summary of the texts, not legal advice. How Croatia compares with other countries is in the eFoil rules guide.
Wind, water and the season
April to October is Lull's season, with early April and late October by appointment only and a wetsuit included in the colder months. The main riding months run from late spring to early autumn.
Summer wind follows a daily rhythm. The maestral, the typical north-west wind of the Adriatic in settled weather, begins as a light sea breeze in the morning, picks up through the afternoon and slackens again in the evening. About half of all summer days in the northern Adriatic have it, and of the northern stations Pula and Zadar record the strongest maestral, Senj and Rijeka the weakest. The tip of Istria gets more afternoon breeze than the inner Kvarner bay around Opatija, so near Pula the calmest window for a first ride is the morning.
Two other winds can end a day. Bura is most frequent and strongest in winter and can last up to two weeks with breaks. A bura day is no eFoil day. Jugo, the south-east wind raised by Genoa or Adriatic cyclones, can reach gale strength and builds high waves.
Lull cancels for unfavorable wind or dangerous weather at no cost to you. Rain alone does not stop a lesson unless thunder or lightning comes with it.
The sea is coldest in February or March and warmest in August at every station on the coast. DHMZ, the Croatian weather service, publishes daily sea temperature readings ↗ for stations including Pula, Rovinj and Opatija.
Getting there, booking and the limits
Pula Airport is at Ližnjan. From Poreč, Valamar gives Pula (PUY) as 52 km, Trieste as 112 km and Zagreb as 264 km. On the Kvarner side, Rijeka Airport is at Omišalj on the island of Krk.
Croatia's currency is the euro. Lull takes Visa, MasterCard and Maestro cards, wire transfers and cash. If plans change, cancel early. Lull refunds in full up to 48 hours before, deducts 20 % until 24 hours before and 50 % after that, and refunds nothing within four hours of the start.
Before you book, check these against your group:
- Swimming: Lull tests it with vest, helmet and controller, and Opatija Adventure says every participant must know how to swim.
- Weight: Lull takes riders from about 45 to 50 kg up to 100 kg.
- Age: 16 and older at Lull as its recommendation, 14 and older on Jistra's Manawa listing.
- Language: Lull, Jistra and Opatija Adventure teach in Croatian and English.
For the rest of the coast, from Zadar down to the far south, start with the eFoil guide to Croatia, then the city pages for Split and Dubrovnik.
